Deze BVO is opgericht om de dienstverlening, de inrichting van gemeentelijke werkprocessen en het applicatielandschap\u00a0<span style=\"font-family: var( --e-global-typography-text-font-family ), Heebo; font-weight: var( --e-global-typography-text-font-weight );\">te standaardiseren<\/span>.\u00a0Om die doelen te behalen was een stabiele, veilige en compliant infrastructuur nodig \u00e9n de gemeente\u201d, aldus Jos van Weers, Teammanager Beleid, Regie en Informatievoorziening bij de BVO. \u201cToch is IT essentieel voor de bedrijfsvoering. Daarom is de BVO in het leven geroepen, om \u00e9\u00e9n centraal contactpunt te bieden voor alle IT-zaken van beide gemeenten.\u201d<\/p><p>Beheer van de IT werd aanvankelijk grotendeels vanuit eigen datacenters met eigen medewerkers gedaan. Dit slokte echter zoveel middelen op, dat de daadwerkelijke missie in gevaar kwam: de gemeenten Alphen aan den Rijn en Kaag en Braassem helpen hun doelstellingen te realiseren. Ook het opbouwen van genoeg technische vaardigheden binnen het team met de benodigde redundantie voor bedrijfscontinu\u00efteit bleek een uitdaging. Outsourcing gaat niet vanzelf, maar vereist verandering in werkwijzen en bedrijfsprocessen. Zo kan het erg wennen zijn dat je als organisatie niet zelf meer \u2018aan de knoppen\u2019 zit, omdat je dat hebt toevertrouwd aan een leverancier.<\/p><p>Voordat Solvinity de operationele regievoering van andere leveranciers in de keten kon overnemen, gingen zij daarom eerst met de BVO een consultancy- en verandertraject in om de organisatie zelf klaar te stomen voor deze verandering. De focus lag de eerste jaren op het rechttrekken van SLA-afspraken met leveranciers, de opzet van een eigen governance-structuur en cultuurverandering. Ook gedegen documentatie was een prioriteit.\u00a0<\/p><p>Dit resulteerde in een volwassen regieorganisatie met heldere afspraken tussen verschillende leveranciers. Zo is de segmentering volgens de <a href=\"https:\/\/www.noraonline.nl\/wiki\/Beschouwingsmodel_zonering\" target=\"_blank\" rel=\"noopener\">NORA-methodiek<\/a>\u00a0beveiligd door iedere infrastructuurzone apart te beveiligen met firewalling, netwerkmonitoring en toegangscontrole. Back-ups worden buiten de klantomgeving gedaan en er zijn uitgebreide uitwijkmogelijkheden opgezet.\u00a0<\/p><p>Verder zijn er effici\u00ebntieslagen gemaakt in onder meer lifecycle management, patching en OS-beheer, waarbij Axians (W)LAN-netwerken beheert. \u201cWe hebben veel minder zorg over de uitvoering\u201d, zegt Van Weers. \u201cWat dat betreft is het heel fijn dat we een technisch sterk inhoudelijke partner hebben.\u201d\u00a0<\/p><p>Tot slot ondersteunt onderaannemer Axians met SOC\/SIEM-dienstverlening en werkplekbeheer. Solvinity en Axians hebben samen de betrouwbaarheid van de dienstverlening hoog gehouden, zelfs in tijden van verstoring zoals de coronacrisis. Van Weers: \u201cHet lijkt inmiddels vanzelfsprekend, maar op een dag moesten we allemaal beginnen met thuiswerken.
